The purpose of the standards in Section 5 domestic, non domestic is to limit the transmission of sound to a level that will not threaten the health of occupants from sound transmission deriving from attached buildings and a differently occupied part of the same building. They also cover sound from within the same dwelling if occupants are in rooms where they would expect to have some degree of peace and quiet.

Technical Guidance Document E provides guidance in relation to Part E of the Second Schedule to the Regulations. It should be read in conjunction with the Building Regulations 1997-2014, and other documents published under these Regulations. This document applies to dwellings and some common areas of buildings providing direct access to dwellings. It gives guidance in relation to the achievement of reasonable sound insulation in non-complex buildings of normal design and construction. Specialist advice may be needed in certain situations to establish if a higher standard of sound insulation is required and, if so, to determine the appropriate level.
