England

Approved Document L sets out the standards in England for the energy performance of new and existing buildings. There are two parts to Approved Document L, which come into effect on June 15 2022.

Approved Document L1: Dwellings

Scotland

The Scottish government have published updated versions of the technical handbooks which apply to a building warrant submitted on or after March 1 2021 and to building work which does not require a warrant commenced from that date.

The intention of Section 6 is to ensure that effective measures for the conservation of fuel and power are incorporated in dwellings and buildings. In addition to limiting energy demand, a carbon dioxide emissions standard obliges a designer of new dwellings and buildings to consider building design in a holistic way. Although the focus is primarily on lowering carbon dioxide emissions from dwellings in use, the measures within this section are intended to reduce energy demand and minimise the costs arising from the use of energy and fuel.

Wales

The Welsh Government have published their own version of Approved Document L with associated guidance coming into effect on  November 23 2022.

Approved Document L sets out the standards in Wales for the energy performance of new and existing buildings. There are two parts to Approved Document L:

Northern Ireland

Part F sets out the requirements for conservation of fuel and power in buildings.

The Part F 2012 Revised Building Regulations introduced tougher standards for the carbon performance of new buildings – with an aim to reduce carbon emissions by 25% over the previous standard.

Republic of Ireland (ROI)

Technical Guidance Document L aims to limit the use of fossil fuel energy and related carbon dioxide (CO2) emissions arising from the operation of buildings, while ensuring that occupants can achieve adequate levels of lighting and thermal comfort. Buildings should be designed and constructed to achieve this aim as far as is practicable.
